New Report: A Process Evaluation of the Integration of Workforce Development Adult Literacy Services Under the Workforce Innovation and Opportunity Act in New Jersey

New report examines integration of workforce development and adult literacy services in New Jersey.

A new report from the Heldrich Center examines the services offered in New Jersey for two programs that are part of the Workforce Innovation and Opportunity Act (WIOA). The Title I program covers workforce development activities, including job training and services to individuals who are either unemployed or underemployed. The Title II program focuses on adult educational and literacy services, including basic skills, secondary education, and literacy. The report examines the degree to which services under these two programs are integrated in New Jersey. It also identifies the challenges local areas in the state are facing when implementing various forms of Title I and Title II services integration.

Heldrich Center researchers found evidence of promising strategies in New Jersey’s 17 local areas to integrate WIOA Title I and Title II services, both for integrating curriculum and integrating aspects of service delivery. The report uses researchers’ findings and suggestions from stakeholders to offer recommendations for programmatic and policy changes at the state and local levels to facilitate better integration of Title I and Title II services. The recommendations are aimed at making a more seamless service delivery system for consumers of WIOA services and engaging stakeholders to focus on achieving improved educational and employment outcomes.
