Data Collection and Analysis

The COVID-19-driven economic recession has devastated the U.S. labor market and American workers. Real-time data are critical for policymakers to be able to develop strategies to respond to a crisis like the current recession as soon as it begins and can help inform recovery plans. Unfortunately, the United States does not have sufficient data infrastructure to quickly address the policy needs for responding to neither the current workforce crisis created by the pandemic, nor for future crises. A new article by Sean Simone offers recommendations for improving national workforce data collection and dissemination to better address future economic recessions and to allow for the monitoring of state and local economies.

Sean Simone, Ph.D. is Director of Research and Evaluation at the Heldrich Center and Director of the New Jersey Education to Earnings Data System. His paper is part of the Leading Workforce Resurgence series published by the Center for Workforce and Economic Opportunity at the Federal Reserve Bank of Atlanta.

Kristine Joy Bacani is a Research Project Coordinator at the Heldrich Center where she is involved in research on workforce development and program evaluations. Kristine has extensive experience working in higher education administration, most recently serving as the Assistant Director for the Asian American Cultural Center at Rutgers. She is currently in the Ph.D. in Higher Education program at Rutgers Graduate School of Education. Kristine holds a B.A. in Political Science from the University of California, Riverside and a Master of Education in Postsecondary Administration and Student Affairs from the University of Southern California.

Jessica Starace is a Survey Research Manager at the Heldrich Center where she is involved in various survey research and program evaluation projects focusing on workforce development, education, and economic issues. Jessica has contributed to the center's Work Trends public opinion series for 10 years, including co-authoring multiple reports, and conducting literature reviews, collaborating on questionnaire design, and managing data analysis. Jessica also assists the center director with various research and administrative tasks. Prior to joining the Heldrich Center, Jessica worked in a private survey research firm managing studies for clients in media and academia. Jessica graduated Phi Beta Kappa, summa cum laude from The College of New Jersey with a B.A. in Sociology, and holds a Master's in Public Policy from the Bloustein School of Planning and Public Policy at Rutgers University.

Stephanie Walsh is Assistant Director of the Heldrich Center. She earned her doctorate in planning and public policy at Rutgers University. She also holds a Master's degree in public policy. Stephanie also serves as the Director of the New Jersey Statewide Data System, overseeing the governance, research agenda, and publications that use the linked longitudinal data. Her research interests focus on how data can inform public programs and policies to better support service delivery and improve individual outcomes.
