Kristine Joy Bacani is a Research Project Coordinator at the Heldrich Center where she is involved in research on workforce development and program evaluations. Kristine has extensive experience working in higher education administration, most recently serving as the Assistant Director for the Asian American Cultural Center at Rutgers. She is currently in the Ph.D. in Higher Education program at Rutgers Graduate School of Education. Kristine holds a B.A. in Political Science from the University of California, Riverside and a Master of Education in Postsecondary Administration and Student Affairs from the University of Southern California.

Jimmy

Jimmy Green is a Research Project Manager at the Heldrich Center. He is primarily responsible for managing aspects of New Jersey’s centralized longitudinal data system, the New Jersey Education to Earnings Data System.

Jimmy has primarily worked as a leader in performance measurement and evaluation for public and nonprofit organizations serving youth, with a focus in alternative education programs serving disengaged and disconnected youth, including Domus Kids, Newark Public Schools, and the Newark Opportunity Youth Network. He has conducted numerous studies — from quasi-experimental evaluations of youth program interventions, summative and formative analyses of student academic, social emotional, and workforce performance. He also has experience developing performance measurement systems that have aided organizations in becoming data driven and evidence based.

Jimmy holds a B.A. in Economics from Colorado State University and a Master’s in Public Administration from the School of Public Affairs and Administration at Rutgers University.

Khudodod Khudododov is a Research Project Manager at the Heldrich Center where he is involved in research on workforce development and program evaluations. Khudodod has extensive experience in quantitative analysis methods, with an interest in the application of machine learning to social science data. He has previously worked at the Education and Research Center at Rutgers University and has over 10 years of teaching experience from Hunter College. Khudodod recently completed his Ph.D. in the Social Welfare program at the City University of New York. He also holds a Master of Social Work degree from Washington University in St. Louis.

Ann Obadan is a Postdoctoral Fellow at the Heldrich Center. She is also an education policy specialist and a project manager. She received her Ph.D. from the Harry S. Truman School of Government and Public Affairs at the University of Missouri-Columbia, where she is also a research fellow under the emerging scholars program. Ann has a graduate certificate in nonprofit management from the University of Missouri, a Master’s in Public and International Affairs from the University of Lagos, Nigeria, and a Bachelor of Arts in French from the University of Benin, Nigeria. She has experience working as a director of professional development, project manager, teacher, and research consultant with various organizations, including the World Bank Group.

Her research focuses on examining the effectiveness of educational policies and programs that seek to address inequalities of resources in schools and how such policies and programs can close the gap between historically disadvantaged students and their privileged peers. She has worked on various monitoring and evaluation projects in the areas of school finance reforms, federal grants, state aid policies, kindergarten entry assessment, art education and early childhood education.

Marjory Palius is a Research Project Manager at the Heldrich Center, where she is involved in research on workforce development, education and training, and program evaluations. She also collaborates on efforts to garner additional resources to extend the center’s work on further developing NJEEDS and other key areas of research and evaluation studies. She has expertise in conducting qualitative research and in project management.

Marjory has conducted educational research at Rutgers Graduate School of Education, where she held a series of staff and non-tenured faculty positions over a 20-year period. She has served as a co-principal investigator on three grants from the National Science Foundation, and has collaborated on several other studies led by colleagues at Rutgers. Marjory’s research has examined adult learning in formal and informal settings, focusing on topics that have included teachers learning from video resources and professional development activities for doctoral-level STEM researchers.

Marjory holds a Bachelor of Arts in Sociology from Smith College, and she earned a Master’s degree in Social and Philosophical Foundations of Education and a doctorate in Learning and Teaching from Rutgers University.

Jessica Starace is a Survey Research Manager at the Heldrich Center where she is involved in various survey research and program evaluation projects focusing on workforce development, education, and economic issues. Jessica has contributed to the center's Work Trends public opinion series for 10 years, including co-authoring multiple reports, and conducting literature reviews, collaborating on questionnaire design, and managing data analysis. Jessica also assists the center director with various research and administrative tasks. Prior to joining the Heldrich Center, Jessica worked in a private survey research firm managing studies for clients in media and academia. Jessica graduated Phi Beta Kappa, summa cum laude from The College of New Jersey with a B.A. in Sociology, and holds a Master's in Public Policy from the Bloustein School of Planning and Public Policy at Rutgers University.
