Older Workers, Rising Skill Requirements, and the Need for a Re-envisioning of the Public Workforce System

The Heldrich Center is working with the Council on Adult and Experiential Learning (CAEL) on a paper that discusses the challenges facing older workers in accessing services under the public workforce system. The research brief will be included in CAEL’s final report to the U.S. Department of Labor, the culmination of CAEL’s role in providing technical assistance to the USDOL Aging Worker Initiative pilot sites. The Heldrich Center’s brief will reflect on recent labor market challenges facing older job seekers, the challenges older and midcareer job seekers face in keeping their skills current, and recommendations for how the public workforce system might be re-imagined in light of rising skill needs and budget constraints. The paper will be presented at the "Tapping Mature Talent: Policies for a 21st Century Workforce" conference hosted by CAEL and the National Governors Association in May 2012.
